You'll have to establish residence for 90 days before completing your driver’s license change of address.

You must register your vehicle too by contacting the county treasurer’s office e to schedule a vehicle examination. Once you have gotten your vehicle examined, you can go to your local county treasurer's office to obtain your registration. Prepare your proof of insurance, original out-of-state title, and the pink copy of the Motor Vehicle Examination (MVE-1) form for registration. You need to register your vehicle within 90 days of becoming a Kansas resident.

If moving from Kansas to another state, there is no need to notify Kansas. When you receive a license from the state you're moving to, Kansas will automatically cancel your driver's license.

As for your vehicle, there is no need to notify the state of Kansas too. You don’t have to return your license plate.
